I seriously doubt the gears are broken, probably just got jammed and broke the shear bolt. The 346 is a fairly high capacity baler and should be able to take a lot of hay. The rollers are not supposed to turn in twine balers. They are used because they are harder than the cast needle and act only as guide and wear surface.
